Default Notification in Task bar doesn't work

I think it's awesome that people are out there to help.
That being said, I got here after an extensive search of
the web. I read your article on how to re-attain taskbar
notification of messages, and did not come up with the
same list in MSCONFIG as you. My main concern was that
the file I was meant to uncheck was not there at all.
This is a fairly fresh install, however I did use a few
reg edits from various sites to remove some of the more
annoying messenger features such as ads.

I'm at a complete loss. I've uninstalled, regCleaned,
and reinstalled so many times it makes my brain hurt.
I'd even be game to let MSN Messenger swarm me in ads at
this point.

If you could com up with any other answer I'd be
extremely thankful.

I use MSN as one of my main ways of contacting clients,
so the sooner the better. If you need more info on what
exactly is happening, please feel free to ask..
