Default Can't Get Video/Audio to Work in Windows Messenger

A few weeks back I got a Windows Messenger account going
and my brother in Texas did the same. I was on a cable
modem (Comcast) and he was stil on dialup. Everything
work pretty well and we could communicate verbally, use
the white board, and send instant messages. The video
was a no show. Last week my brother switched to a cable
modem (through Time Warner Roadrunner)and is really happy
except we can no longer use Windows Messenger for voice
(or video or Whiteboard). The only thing that works is
the instant message. Does anyone know what is going on
here? We have turned off all of our firewalls in an
attempt to get something to happen but even that doesn't
help. Any ideas to try would be appreciated. Thanks in
advance...
