Default "Back" Function in Windows Explorer

In XP you could go back and forth between folders in Windows Explorer via
the arrows on top. In my Windows 7 / 64 bit that option is grayed out....or
doesn't function. Is there a way to enable it?

The buttons work on my 32bit Win 7 Explorer. The buttons are grayed out
until you start navigating to directories.
