Default Tutorial to run any Windows command directly on Android over either USB or Wi-Fi

Hence, this summary is written to help everyone understand the problem and
solutions that exist today that are of general use to everyone:

Bearing in mind we seek the universal general solution, this is the
corrected summary of what works, to date, which is open to correction:
1. USB Mass Storage Mode = mostly fail (above Android 4.2)
*2. MTP over USB = fail (except with payware, in which case it passes)*
3. LINUX over USB = passes (with the caveat of dual boot being needed)
4. SMB over WiFi = fail (due to Android non-root TCP port limitations)
5. libMTP over USB = mostly fail (due to lack of knowledge about libMTP)
6. WEBDAV = pass (with caveats, mostly due to drive letter peculiarities)
7. FTP = pass (with caveats, mostly due to drive letter peculiarities)
8. ANDROID SOLUTIONS = pass (with caveats, due to proprietary solutions)

*What would be the holy grail, is if we can get #2 to work with freeware.*
o Imaginary solutions don't count.
o That means the solution has to come with some sort of actual proof
o Like a screenshot or something that can be reproduced

It's sad that I have to say that, since any adult knows that most people on
Usenet simply play games where they wave their magic wand and "claim" all
sorts of solutions that don't actually work in the real world.

While we have always had proprietary working payware solutions...
*Everyone who has Android & Windows would benefit from a free solution.*

If anyone can come up with a universal (working!) solution using one of
those 8, _that_ would be a helpful technical post of interest to all.
