Removing long delay in Windows Error Reporting GUI and browsing the web

Hi all,

When any program crashes the Windows Error Reporting user interface takes longer to load and when browsing the web through Internet Explorer using non-local protocols (e.g. http sites) it also takes longer to load.

Any suggestions on removing this delay?
