Default Explorer.exe hangs on login

Sometimes users call with a frozen system after their password has been
entered. If I press ctrl-alt-delete and select log off, Explorer will not
terminate and I 'end task'. Once the login is attempted again, the system
performs as usual. I have not been able to locate a reason or a resolution
for this issue. It happened before and since SP3, although I probably see it
less nowadays.
