Regarding your question, Windows 10 has done all
it can for you.

Windows 10 has an MTP driver which is used
with whatever passes for an MTP Class declaration
presented by a USB device. The phone end has a
dynamic declaration, so it can change personalities
to trigger whatever behavior it wants.

If a peripheral device speaks MTP and the peripheral device
has enabled it's security feature to allow some sort of
transfer, that's all we can do from the Windows 10 end.

There's not much else we can say here.
