Default Disk copying?

If I use the regular XP utilities to copy a
(failing) external HD to another HD,

1. Are file dates preserved? Or does the new HD
get today's date, that being the date it's
copied.

2. For copying to NTFS (from FAT): are all the
directories writable even on another machine?

The latter is brought up by Cygwin's cpio -pdm
preserving dates and permissions except the
required directories have permission 700, which
means on another machine you can't even read the
directories, since the userid doesn't match except
by chance. The question is raised in case the XP
utilities don't have this problem, which would be
good.
