Default Change Windows Picture and Fax viewer color panel

When I preview a pic in Windows Picture and Fax viewer, the color
surrounding the picture is a grey color (238,238,238 or #EEEEEE). There
are times when I need to view smaller pics, whose backgrounds are white
or transparent, that it becomes difficult to see if it is actually white
or transparent - especially in low light or late at night.
How do I change the surrounding color to a darker color?
