Default Keep desktop background stretched as default

How do I have my images (when I r-click on them and set as background)
use the stretched feature instead of tile as default?

Set Stretch as Default for Desktop Backgrounds

Thanks - just what I needed. BTW, I looked but never saw a tweak to put
it back to having a choice. I tried changing the value to 0 or 1 but it
never helped! Option was greyed out!
