How to prevent desktop shortcuts from user deletions

How can I prevent a user from deleting a desktop shortcut?
I am setting up a lab in a shool and they do not the
students to be able to delete shortcuts.
They have a Win2K Server with AD install with several
Group Policies created. I could not find where in the GPE
where I could lock this down.
Any help would be greatly appreciated.
