Default Windows XP mouse sensitivity

Win98se and WinXP have different mouse sensitivity
ratios. What I mean is the middle of the mouse
sensitivity bar on 98se is roughly twice(?) as sensitive
as the middle of the bar on XP.

Therefore, I was wondering if I could find out what the
EXACT ratio at which they decreased the sensitivity from
98se to XP?

OR

Is there a way to change WinXP sensitivity back to 98se
standard?
