Default windows crashes upon startup-help, i need it badly

i am currently using my dell desktop, and with my laptop, whenever boot it,
after i see the dell screen and then i see the windows xp loading screen,
BEFORE i can even see the system account select screen it crashes and the
screen turns blue, rendering my laptop completely useless, and this is very
important as this is my dad's work computer. under the technical information
it says

*** STOP: 0x00000044 (0x8208D008, 0x00000D62, 0x00000000, 0x00000000)

Beginning dump of physical memory
Physical memory dump complete.

and then when i try to turn it off, nothing happens so i am forced to remove
the battery pack.

I cannot find much info on the problem. See
"You receive a "Stop 0x00000044 Multiple_IRP_Complete_Requests" error
message on Windows XP Professional"
""Stop 0x00000044 Multiple_IRP_Complete_Requests" Error Message During
a Shutdown or Standby Operation"
and also try to boot into the Safe Mode to see if this happens here as
well. If no, check your startup settings.
