windows taskbar, duplicate toolbars (bug)

Default windows taskbar, duplicate toolbars (bug)

In the whole taskbar at the bottom of the screen there are two "toolbars"
(where the "footprint" of each application sits. When I open a program, a
footprint for that program opens in both taskbars, so I have two footprints
that represent the same program.

I have used the Language bar for Japanese language controls, and wonder if
this might have caused the extra taskbar/toolbar.

Any one know how to fix this problem?
