problem staying off

Sounds like you are restarting instead of shutting down.
I dont want to insult you but that may be the case. When
you select the start menu, then shut down, a message box
appears; make certain the drop-down says shut down, not
restart. Then click ok.

As for the printer. Unplug the printer and uninstall it.
Then reboot your system. Now the printer is gone.
Restart again and while the computer is off, plug the
printer back into the system, when you restart, windows XP
will see the printer.
