Default procceser speed in 2 lines?

Problem bought laptop suppose go be 3GHZ I steads it's 1.60GHZ the on
the second line it says 1.59 GHZ and 789 ramdoes that mean I have 3
GHZ all together or not?

1.60 GHz is equal in practice to 1.59 GHz. The difference is usually due to
rounding errors, and is nothing to be concerned about.

789 RAM (more likely 786 RAM, but not important) more or less means that you
have 1 GB of memory is installed and 256 MB is reserved for the graphics
card.

On the issue of "3 GHZ", you should be more clear, such as why you suppose
it to be 3 GHZ? What is the brand/model of your laptop? What is the CPU? Can
it be in low power mode, dropping the speed to save the battery?

see what I am talking about?

1.6Ghz is 1.6 Ghz, not 3.0Ghz.
Does it also say "Dual" CPU?

RAM has nothing to do with your question.

You have a Celeron M processor in your laptop. The highest Celeron is
2.16ghz according to the Intel website..

Download CPU-Z from www.cpuid.com. It will give you
a lot of CPU, MB, and RAM info. Your CPU is probably
on speedstep. It will idle at 1.6GHZ, then go to the rated
speed when required. You can watch this with CPU-Z.
This lowers power requrements, and heat generation.

the thinkpad T43 came standard with a Intel Mobile Pentium M 730, 740, 750,
760, or 770.
The 730 was 1.6 GHz
The 770 was 2.13 GHz
No T43 came with a 3.0 GHz processor.
