Default How to disable or remove Tools Menu from IE or remove Read News option

I am trying to lock down my XP desktops. I have locked down all other IE
options using group policy, however, I cant find a way to remove the TOOLS
Menu option. This is important because anyone can run Outlook Express Read
News and I must disable this option. Any ideas?

Internet Explorer Restrictions (All Windows)

You will find Mail and News at the bottom of the list
