Default Windows 8.1 Updates problem solved

There are several post on this forum about my trials and tribulations in
attempting to use Windows 10, and the problems I had in returning to
Windows 8.1. For the last two weeks I could not get Windows 8.1 to
update, nor could I install anything from the Windows Store

There were several other errors all involving the BITS function, like
file not found.

"BITS Not Running (Windows 8.1) Error code: 2147024894 "

"The Background Intelligent Transfer Service service terminated with the
following service-specific error: 1 The system cannot find the file
specified."

"The BITS service failed to start. Error 0x80070002."

I finally found the solution on the Microsoft Community at the following
URL. (While I copied the section that corrected the problem, since it
deals with the registry, I recommend using the original document not my
copy in this post.)

My particular issue was under this, and it worked perfectly and solved
the BITS issue:

If you receive this error message, follow these steps:

1. Click Start, click Run, type regedit, and then click OK.
2. Locate the following registry subkey:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Contro l\BackupRestore\FilesNotToBackup

3. If the registry subkey exists, go to step 4. If the registry subkey
does not exist, create the registry
subkey. To do this, follow these steps:
1. Right-click Backup Restore, point to New, and then click Key.
2. Type FilesNotToBackup, and then press ENTER.
4. Quit Registry Editor.
5. Click Start, click Run, type services.msc, and then click OK.
6. Double-click Background Intelligent Transfer Service.
7. In the General tab, click Start.
------------------------

In my case the above did not completely fix the problem, but when I ran
the following program from Microsoft, every thing worked

WindowsUpdateDiagnostic.diagcab

There is joy in my household to night as my wife is going to get me to
do the household task.
