Default Taskbar and Start Menu Properties and Custom Notifications

If I right click on the Start button in XP and choose properties, while in
Taskbar and Start Menu Properties and Custom Notifications the user can't
change the behaviors. No drop down box will display.

I have run TaskManager_Reset.reg, toolbarsgreyedout.reg,
xp_taskbar_desktop_fixall.vbs
I tried to choose Restore Defaults button.
The user is an administrator of his machine.
Enable drag and dropping in the Customize Start menu is checked.
Machine has been re-booted.

Can't google any other option nor find on Microsoft pages. Help will be
greatly appreciated.

It might be a security program blocking the Registry change it needs to
make. A few, but not all, of the programs now doing this a
Ad-aware's Ad-Watch
IBM Access Connections
McAfee VirusScan and/or Antispyware
Norton AV
Spyware Blaster
Spybot Tools IE Tweaks
Spybot- Teatimer
Spysweeper
Spyware Doctor
Windows Defender
Zone Alarm (free) 6.5 Reported to be fixed in later versions.

In the case of Zone Alarm 6.5 or Norton 2007 it actually has to be
uninstalled. Make sure the Windows Firewall is turned on until you
reinstall Zone Alarm.

Boot into Safe Mode with Networking and try the change.

I am trying to remove icons from my "customize notifications" in the taskbar
area ... I have icons that are still there for programs I no longer have? I
know how to hide, unhide ... how do I remove the icons?.... thanks

yes.... still does not work ... in fact my "right click" button is disabled
for that function while in "notifications" .... works elsewhere ...

Click in the Behavior column and then click the down arrow.
