Default Have lost Admin rights & cannot access User Accounts

I have several problems which appear to stem from loss of my
Administrator privileges (which I cannot explain as I don't know
precisely when it happened).
I cannot access Windows Update because I receive a screen
saying 'Adminstrators only'. I cannot access User Accounts
because I receive the message 'Wrong Number of arguments or
invalid property assignment'. I cannot log on as the
Administrator from the Welcome screen.
Can anyone help me with the remaining option, which is
apparently to boot in 'safe mode' as the Administrator. Is this
going to help if User Accounts is inaccessible anyway? I have
never booted in 'safe mode' before and am concerned about
doing further harm. Any help in simple terms would be
greatly appreciated.
Other posts seem to have experienced some of my problem but
the solutions do not work.
