Default No local printer option

Our lab has recently installed Windows XP. We're trying
to set up and Image for run on all our computers but first
we need to get the new XP image cleaned up. When we're
logged in as "Administrator" the system won't allow us
access to a local printer (the option is grayed out); we
only have access to install a network printer.
Our other problem is that when we go to configure out
ports all the options are grayed out as well (add, delete,
configure).
The weird thing is that when we install XP using the
FAT/32 file system, we're allowed to install local
printers. It's just under NTFS that we're not given any
other option than installing a network computer.

We'd like to be able to enter the IP address for our
printers since we are a community college and accessing
the network would take up time and memory that we'd rather
not take up.

If anyone knows why we can't install a local printer, and
how to fix it, please reply to .
