Default activation of installed Intel fax modem

My new Gateway 510x computer is running on Miscrosoft Service Pack 1, but the installed Intel fax modem cannot be activated without actual insertion of the Service Pack CD, which did not come with the computer. Obviously something is wrong, but Gateway can
't explain what it is. Gateway tech help of little use. How does one deal with this impasse?
