When the blank screen with the prompt comes up, type in IPCONFIG and press
Enter.

According to your instructions my IP Address is: 172.145.180.86
Now, when I go to http://whatismyip.com it is 152.163.100.68

Are you using AOL as ISP?
Your dynamic IPS change continuously. That's why they're different all the
time.

It has nothing to do with Microsoft.

You are using America Online.

If you are dial-up.. (are you?) your IP is likely to change for EVERY
connection you make. It will not be consistent between connections.

If you are not dial-up - it is still possible for your IP to change - with a
rate determined by your ISP and/or how often and for how long you turn off
your machine.

ipconfig --- Gives you you local (home/personal) network ip address.

www.whatitmyip.com -- Gives you your "current" active IP address that
is "shown" on the Internet

Appending the "All" switch to the "IPCONFIG" command
(e.g. IPCONFIG /ALL )
will return both one's 'Connection-specific DNS Suffix' (e.g. ISP Domain
Name Server),
and the address of that DNS Server, even when one is behind a router.

I am using AOL dial up. Now, when I go on the internet and ask: "What is my
IP Address"? I get the following: (from the sites I have visited):
152.163.100 and the last digits change, sometimes 3 and sometimes 2, but all
sites say 152.163.100...etc/yet my system says my address is:
172.145.180.86, is this a local thing? Also, should I be giving this info
out over the internet?

You are using America Online.

If you are dial-up.. (are you?) your IP is likely to change for EVERY
connection you make. It will not be consistent between connections.

If you are not dial-up - it is still possible for your IP to change - with a
rate determined by your ISP and/or how often and for how long you turn off
your machine.

You are already giving it out whether you intended to or not.... It's in the
header of the post.

Question: can someone/anyone block "your" (anyones) IP address, and if so,
how is this done? Is this what anti-virus/spyware/adware programs do? Do
they compile a list of IP addresses and block them from "getting" to your/
a persons/orgainizations computer(s)?

How about you tell us what you *really* want to know instead of hinting
at it?

Specifically, it is possibly for someone to configure a firewall/router
to refuse traffic from your IP address. However that will only affect
traffic to or from your IP address that passes through the
router/firewall in question.

In other words if your IP address is A and someone else's is B, then the
traffic can only be blocked by a firewall/router somewhere directly
between A and B. Usually close to A or close to B.

In addition, some traffic may be allowed and some refused, depending on
the service (mail, web browsing, ftp) that is being used.

But as I said, indication of what your problem really is would help.
