Default "an unexpected error occurred." when attempting to change or view properties

Im trying to set a static IP address to my network card but everytime
I try to modify ANY of the network connection items (either the Dialup
PPP or the LAN items) a popup window says: "an unexpected error
occurred."

Ive already installed SP2 so my old XP wont let me reinstall. There
must be some missing networking files.

A while back ago I uninstalled the frame.net package, but I dont
recall if this caused it since I never tried changing/viewing the lan
settings back then.

Any suggestions??
