And I didn't suggest that.

But is it too much to ask to have a one-line description of what a
given update is fixing or changing, with a link to further
information? Well yes, obviously it is. So instead, we get useless
generic descriptions like "This update fixes issues in Windows." A
useful one-liner would take no more bandwidth than the useless
"descriptions" they send now.
