You cannot remove it with any normal mechanism --the files cannot be
deleted, renamed, moved as they are protected by the system file protection
mechanism. This is because other programs ( Windows messenger, Msn Messenger
for instance) use its components.

Why do you want to remove it?

Assuming NetMeeting is not running ( you have confirmed that it is not
running?) I don't see how it could possibly interfere.

Have you looked for and installed the latest drivers for your camera?

I presume you have that the XP operating system in question is up to date in
patches?

I think this problem has been reported a number of times before -- I don't
remember seeing a resolution.

thanks for your efforts. Yes, you are right about Net Meeting not running, so it should not interfere. Drivers and patches have been updated, but I'll check again to be sure.
