With the Task Manager open, click File, New Task and enter EXPLORER.EXE
This should restart the shell. If not, in Task Manager, Click File, New
Task and enter REGEDIT Go to:

HKEY_LOCAL_MACHINE\Software\Microsoft\Windows NT\CurrentVersion\Winlogon

Look in the right pane for a value called Shell. It should read
EXPLORER.EXE (it may be all lower case as well). If it doesn't, double
click the Shell value and enter explorer.exe If the Shell value doesn't
exist, right click in a blank area of the right pane, select New, String
Value and name it Shell. Then modify it as above.
