Default Power options

Running XP home edition.
My puter will not go on standby The stand by option
on "shutdown" is greyed out.The screen and HD do not shut
down when power options are set.
ERROR LOG:I guess to do with this problem reads:
Timeout (30000 milliseconds)waiting for transaction
responce from BITS service.

Hi,

This generally indicates a problem with a device driver, one of them is =
not allowing the stand-by option. If you recently upgraded one, then it =
may help to regress to the prior version. Otherwise, you may need to =
reinstall or upgrade the current ones.
