Windows 1.0 was not an operating system, it was a DOS application.

The first MS Windows that could qualify as an OS was 95.

Windows 3.0 and 3.1 were needed to run some programs but you still needed
to boot to DOS first.

I completely disagree. The idea that an operating system can not run
under another operating system is false.

Even on mainframes, there are operating systems that run under other
operating systems.

True, but that doesn't mean that they were not operating systems.
