Sharon,

My most likely candidate would be some of the add-on IE toolbars that like
to hijack your default home page, as well as insinuate themselves into IE.
I actually wrote that one back when I was still doing 9x systems, primarily.
But its the same for all flavors of Windows.

Doug, what changes these permissions? I know that in Win9x/ME some of
the firewall and antivirus programs messed around in the registry
causing this problem. Same thing in XP?
