Default how do I stop messanger starting

When I start Outlook Express the Windows Messanger
starts. How can I stop this? I have tried chaning config
in OE(tools-options-general) and WM(tools-options-
pref) but to no avail. There must be another way or

option somewhere
(P.s. I'm running XP Pro)
