Delete the files in the REPOSITORY folders (..\system32\wbem)
(you will have to turn off the winmanagement service to do that) 'net stop winmgmt' delete files then restart Windows -- Mark L. Despite all the excellent suggestions and troubleshooting tips which I used for several hours, it was to no avail. Reinstalling XP finally fixed the problem.
