Default what disk tools does Windows 7 have?

I'm about to take ownership of a new pc with Windows 7 64-bit on it. When
setting out my partitions in XP, I used the Recovery Console 'diskpart' and
'format' tools. Does Windows 7 have something similar?

And there are a number of free/cheap disk partitioning programs to do
the things you can't do with Disk Management. I use Partition Wizard.

Computers are really stupid. They only do what they are told.
