Default How do you make folders in the all programs list?

I was just woundering how you make new folders in the all
programs list. I remember in 98 you were able to make new
folders and them move shortcuts to those folders. I liked
this feature. Gave me away to better organize my
programs. Make a folder called "Internet" then I would
move all my internet shortcuts to it. Like my ISP, Game
Spy. Etc.
