Default P.Bell Scanner Diamond 1200 Plus

Newish to computing - seem to be missing some
basic instructions with Scanner. - Is the panel
light permantly lit when computer is switched off,
please, and can scanner be used safely without
the support leg in place (ie in flat bed mode) ?

Sorry if these questions are too basic.
