Default ICS Sharing

I have a home network, everthing is setup correctly.ie
home lan network cards are configured to 192.168.0.X.
None of my network cards has firewall enabled.
The workgroup names match on the lan network.
Been through many, including mirosoft troubleshooter
online for ics.
Setup is correct.
The problem i am having is when i checking the ics on the
internet adapter, it comes up with a error: An error
occurred while Internet Connection Sharing was being
enabled. The dependency service or group failed to start.

I have had ics on my network before, so i know it
possable to setup.

can anyone help?
