I do not see much of a reason to use the Win 8.1 CD on my Win 7 laptop.
Came with Win 7 installed and a WIn 8.1 CD
All I see is more learning curve.

However, if MS has fixed the really crappy Win 7 Explorer in WIn 8.1 I
might go for it.

So Win Explorer Win 7
Jumps around and away from what I am looking at.
Does not automatically open sub folders when it would seem best.
I find using Explorer a hastle.

I Windows Media Center in WIn 8.1 so I can hook up my TV tuner and
record and play back TV shows?

Classic Shell has a setting that disables most of the jumping in Windows
Explorer. If you're not already using Classic Shell, I suggest you check it
out.

Microsoft tries not to fix old bugs.

They did put some degree of effort into "refresh bugs".
There used to be mondo race conditions, where the window
display would not refresh, because of the order the software
was doing things internally. It's possible they re-architected
Explorer and underneath, to do a better job on that. You can't
expect to fix the appearance, relying purely on exposure events.
Because as time passes, the underneath part becomes more and
more asynchronous. (That allows copying from folder to folder,
while the rest of Explorer remains responsive.)

But the jumping around stuff, they'll never fix that. These are
choices about column sorting, losing context and showing a
default view, and so on... Will not fix. Had many chances to fix.
Don't care.

As for WMC addon for Win8/8.1, I have that, but don't
have a tuner to test it with. It was free at the time,
which is why I added it. My tuner isn't WMC compatible,
which is why I can't carry out any test cases.

Like when you use the arrow keys to navigate down or up to them.

It's a horrible flaw everybody knows about but Microsoft hasn't bothered
to fix. Apparently some management at Microsoft thinks it's a good idea
to highlight a folder name just for the fun of it. My workaround is to
use the right-hand pane and click to open folders.

And then there is the arrow key selection bug.

That's why they have no chance of monopolizing the ultraportable
computer market. Nobody wants Microsoft there.
