Default format drive

I'm trying to format a hard drive that is pasword
protected by another user in windows xp, how do I do it,
I try to format the drive and I'm told that it is being
used by another program

what ever drive you are trying to format, Windows is using.

if it's the C drive boot from your Windows XP CD-ROM and format and
reinstall windows from their. if it's any other drive that Windows is not
running off of get a Windows 98 boot disk and boot your computer with it.
if it's an NTFS partition you need to run fdisk and delete the partition.
Then type format X: (X: being the drive letter) you can also just type
format X: if the drive is FAT32
