Why that question?
There is no technical limit I am aware of that has to do with the number of
admininstrators on a system.

boot to Safe Mode and select the Administrator account. From there you can
create an account for yourself and give it administrator privileges by going
to the Control Panel-User accounts. Or just as your brother to do this for
you from his account.

Log in to your brother's account.

Start Control Panel User Accounts

Create a new account here and select the account type as Administrator.
