Default Windows Defender won't start - how to repair?

On the "Security at a Glance" panel, everything has a
green checkmark except "Virus & threat protection."
Clicking Restart Now gives an "Unexpected Error."
How can I repair this?

Do you have another AV on your system?

is some possible help from MS:



Bingo. SFC found a number of problems and repaired some
but not all. Most looked like permission problems for NLS
files - probably not what's the matter, but there were
some .NET issues (which I didn't understand but which were
reported). I'll see if I can figure out how to refresh/re-
install .NET
