PC is both with incoming and outgoing with what should be allowed and
what should not?


In general, nothing incoming at all, at least not by rules.

Most of the devices you show will allow you OUTBOUND and the returning
information will follow the NAT path back to your machine since your
computer requested it.

Outbound - I block ports 135-139,445, 1433-1434 by default when using a
NAT router, since it's not a real firewall you are very limited in what
you can block.

I wouldn't bother.
If you wish have a look at WALLWATCHER (Collect, View, and Analyze Router
Logs) http://www.wallwatcher.com/
If you can't configure the router use Seconfig http://seconfig.sytes.net/
(see my post of 23-Feb.)

Configuring NT-services much more secure.

The Windows firewall will hide your PC from unwanted attention as well as
any paid for or free firewall. If you want the additional reassurance of
outbound protection (that is: alerting you whenever some utility attempts
to
access the internet) then a third party firewall is required. Komodo
comes
highly recommended, though I don't use it myself. I have no had any
problems with unwanted net access.

Not so much any more. Since the later revisions of version 7, it doesn't
take near as long. In fact, I don't see any significant difference between
the start up times with ZA Security Suite with firewall,
anti-virus/anti-spam than I did with Windows firewall and another
anti-virus/anti-spam program. Of course, that's not the freebie, but I
wouldn't think that ZA firewall only would take as long as the complete
program, IMHAWO.
