Default unable to launch an *.exe file

Hi,
I've tried everything, but still unable to launch an *.exe file (& only this one !)

- Win XP Pro SP2 up to date.
- Fire Wall XP Sp2 (The *.exe file is on my desktop)
- Avast A.V. + Spybot S&D + Win Defender

- This error : http://cjoint.com/?bAnfgj2wUP
"You do not have acces to make the required system config. modif. "
"Rerun from an administrator account "

- This *.exe file: http://www.isota.com/dictionaries/french-france.exe

I've tried with admin. account, with others accounts & in Safe mode too...

Any idea to fix it ? Thanks -- KLP

Since its only that one .exe/install file maybe you have a corupted
download? have you tried downloading it again?
