Computer automatically restarts after shutdown

When I try to shut down my computer, it automatically restarts, and I have to
hold the power button in to shut it down. I tried unchecking "automatically
restart" and I don't have Roxio CD installed. I don't remember if it began
after I installed any specific application. I can't find anything else in
the database related to this problem. I'd appreciate any help.

I had the same thing on a Toshiba Laptop.
F8 and I hit Disable Automatic Retart on System Failure

I have not TShot what is causing the problem
