Default IE 11: Command Line to Force Location of Window?

Two monitors, recurrent situation:

- I have IE maximized on the left monitor.

- I open up another IE window:
"C:\Program Files\Internet Explorer\iexplore.exe" _
"http://ExtremeSurfCam.DynDNS.org/Default.htm"

- IE dutifully opens it's new window behind that maximized
window on the left monitor.

Is there away to modify the command line to tell IE to
open the new window on the right-hand monitor?

Purely for your amusement, have a look at a desktop
manager. My NVidia control panel has NView desktop
manager, which I haven't enabled.

And there are also third party products, which give
more control.

I've never used any of this stuff, so can't offer
even a glimmer into what is possible.

On some DEs (Desktop Environments) in Linux, all
the windows would support common command line options,
such as setting the (X,Y) origin for the window at
launch. Which gives you control. You might achieve
something similar, with the right Windows
desktop manager.
