Default Selecting Safe Mode boot in msconfig doesn't work

Subject says it all. Selecting Safe Mode boot doesn't
cause system to boot into safe mode. ?

No it won't because Windows 10 is a 21st century operating system and to
boot up in safe mode requires you to use the 21st century method to do
it without messing around with system files.
