Default 0x81000301 HELP ME!!!!

'We were unable to sign you in to .NET Messenger Service,
possibly because of a problem with the service or with
your Internet Connection. Please make sure that you are
connected to the Internet. 0x81000301


1/ I have NIS03
2/ I did block communication access to the internet via
NIS thinking it was Messenger
In NIS, under Activity Reports, I created a 'rule'?
Details: The user has created a rule to "block"
communications Outbound TCP connection.
3/ I can access Messenger, only when I disable NIS...
4/ I re-installed Messenger 6.1 and its still a no-go.
