There are multiple "universal print driver for X" type
drivers. Initially, Microsoft made a framework for PostScript
printers, and that was the first one I used. This was extended
to separate packages for PCL printers.

Harking back to a much earlier era: at some point - I think it was XP -
a universal driver for impact (what used to be called "dot matrix" -
pins against ink ribbon) printers. It eliminated the listing of many
such models of printer in the list of printers built into XP (if it
was): used to all be listed - the EPSON LX, LQ and similar ranges, and
several other manufacturers' models. I was most surprised when an
ancient Star - I think it was LC100 - spewed out a perfectly good
Windows test page. (Of acceptable quality too, albeit slow and noisy.
Impact printers were capable of good results, and - I think - the
cheapest of all to run.)

Default virtual|file printer

I think I have that HP driver: HP Universal Print Driver for Windows
PostScript, named upd-PS-X32-5_2_6_9321.exe here. I've tried that too,
but apparently it only supports HP series and not Xerox. Postscript,
PCL, that seemed "universal" languages for printers, still get refused
by manufacturers as a basic common language. Maybe PDF would be the
next, I doubt.

As to virtual printers, specifically PDF printers, you could use
PDF-XChange Lite or Foxit Reader PDF Printer directly, without using
postscript as an intermediate. I used to use Ghostscript's virtual
printer to print to ps file and then convert it to pdf as you do, but
now I could hardly see any usage of ps file.
