The "Send To.." function.

I got this working via File Explorer to send a copy of an image to a
particular folder.

But there is no "Send To" when I am surfing thru images in "Photo" or
"Photo Viewer".

Can this be inserted, or is there some other way?

Firstly create a shortcut for the folder.
New/shortcut - on desktop.
In the target box put the address, something like this;
C:\Users\Ed\Pictures\ZMiscellany\2020

Next hit WinKey+R, and enter;
"Shell:sendto" without quotes. Hit OK, and drop the shortcut in with the
rest.

Also the technique for any editing, or removal, of existing Send-to
shortcuts.

By Photo Viewer I assume you mean a Win 10 app. Contact the developer or
use a different program to view your pictures.

I use IrfanView and can select 14 different locations to copy/move files to.

The Metro "Photo" App doesn't seem to have a right-click context.

The Windows 7 style "Windows Photo Viewer" does have a context menu.
But it's not populated with Explorer Shellex stuff.

And I can't find any examples of anyone modifying it.

Windows Photo Viewer does have other controls.

Thank you, I have made a folder in the SendTo folder and I can work
this OK from File Explorer.

But I can't access it from the 'Windows Photo Viewer' nor 'Photo' full
screen to send or copy to that SendTo folder.

I can 'Make a Copy' to any specified folder from the viewers above
from the File Menu at the top left of the screen from the viewers, but
annoyingly I have to select the destination folder every time I copy
an image; that folder cannot be made a short-term default. Still,
it's better than nothing.

If I had to recommend just _one_ image editor (for what I do a lot, which
is editing screenshots with callouts, texts, and arrows), it would be
Paint.NET (even as I hate having to install .NET Framework for it).

That's to be laid at the feet of the programs themselves. They don't
include the ability. Nor can I envisage M$ ever making it so.

As far as I can gather from what you've told us, this is what I'd do;
make the view option of the relevant photo folders "large"; and then
surf them with WinExplorer.
