Default scroll bar

I'm having trouble in Internet Explorer and Quicken on XP
with the scroll bar. I cannot click on it and move the
page smoothly. It starts just clicking along.
I like to put my mouse on the scroll bar and move it
quickly up and down the page but I'm just not able to do
that in some programs now. Also if I start clicking on
the bottom of the scroll bar sometimes I have trouble
getting the page to stop scrolling.
Any ideas? I have the smooth scroll box checked but it's
not helping??? Thanks!

Default scroll bar

A "screen" is different depending on the size of your
window and the program you are using. Scrolling one
screen at a time is equivalent to using the PAGE UP or
PAGE DOWN keys on your keyboard, or to clicking above or
below the scroll bar.

Some programs may limit the maximum number of lines that
you can scroll with each notch of the wheel.

Default scroll bar

A lot of problems with scroll bars are caused by the video driver. The video
driver controls the mouse pointer on screen. I would try going to the
manufacturer's web site and update your video drivers.
