I can't access "Phone and modem option" in Control panel

Default I can't access "Phone and modem option" in Control panel

I have a big problem, please look at attach picture.

When I want to access "phone and modem option" in control panel, the
"location Information" appears, but, the trouble is the "What country/region
are you in now?" list is empty!!!!!

Why it's empty? And how to fix it?

This problem lead my Outlook works abnormally

please help me.

Go to run,type:INETWIZ Follow the instructions.

I choosed "Connect using my phone line", then the next dialog box is
"Location Information", its' country/region list is empty!!
